As Director of civil rights agencies, Judge Hayashi worked to vigorously enforce the laws protecting the civil rights of all people. He partnered with legal and non-profit organizations, the government, and the media to transform how government delivers essential services to its people.
He has published articles and participated in media events, including as a panelist at the historic Hispanic Civil Rights Conference that appeared on C-SPAN, as an advocate for accessible courts in The Recorder, and as a speaker at the Federal Government's "Civil Rights, the Federal Government, and Affirmative Action" conference sponsored by Brown University.

As a champion of fairness and accessible judiciary, he co-authored an op-ed with California Supreme Court Justice Mariano-Florentino Cuellar advocating for increased state funding to ensure language assistance in civil proceedings for victims of domestic violence and other underserved communities.
